The Work Safety Committee of the State Council has requested all production and business operation entities to establish an Internal Program Rewarding the Reporting of Work Safety Hazards by the end of 2025. At the beginning of this year, the Shanghai Work Safety Committee compiled the booklet “A Collection of Best Practices for an Internal Program Rewarding the Reporting of Work Safety Hazards”. 

To further promote these best practices, we selected several successful cases and created a series of concise, five-minute guides to help all entities create and deploy their own programs. Today’s story is from Shanghai Tower.

The company has established and improved a series of rules and regulations, including the Work Safety Inspection and Hazard Identification Management Procedures, Management Procedures for Leadership-Led Inspections and Employee Cross-Checking Supervision, and Work Safety Performance Reward and Disciplinary Management Procedures, further enhancing the all-employee safety responsibility system. The company has launched "Everyone Talks" and "Golden Ideas" campaigns for hazard management, promoting all-staff participation in safety governance, fully leveraging employees' wisdom and creativity, and realizing the "dual responsibilities for one role" system in safety management.

At Shanghai Tower, all employees can upload pictures and descriptions of hazards through the "Safety Snap-and-Report" mini-program. After reviewed and confirmed by the professional technical team, valid reports are pushed online to the departments responsible for timely rectification. The company consistently organizes "5-Minute Pre-Shift" education sessions, ensuring employees are fully briefed on the day's safety precautions before starting work and have a relatively intuitive understanding of areas and fields that may have potential hazards.

Shanghai Tower leverages the data integration advantages of the "Shanghai Tower Big Data Resource Management Platform" to enhance safety oversight. It conducts real-time comparison and cross-checks among the safety operation and other information sub-systems. This practice enables the team to monitor the real-time status of various business formats and facility equipment, including offices, catering, guided tours, elevator operations, and parking. The system also supports real-time analysis and prediction of human flow at key locations, using intelligent methods to discover potential risks and hazards as they emerge.

During the "Safety Snap-and-Report" campaign, material rewards are granted quarterly to employees who submit valid reports - particularly those identifying significant hazards or other critical issues – following review and approval by the Work Safety Committee. Personnel who make considerable safety contributions may receive exceptional rewards, with no cap on the amount or value. Additionally, Shanghai Tower employs a point-based reward system to recognize the security team's achievements in hazard identification and governance. It has also established honorary titles such as "Safety Star" and "Hazard Identification Pioneer Team", further boosting the professional recognition of award-winning employees.
