国家移民管理局今天（12月17日）发布公告，12月17日起全面放宽优化过境免签政策：
将过境免签外国人在境内停留时间
由原72小时和144小时
均延长为240小时（10天），
同时新增21个口岸
为过境免签人员入出境口岸，
（新增后共计60个）
并进一步扩大停留活动区域。
符合条件的俄罗斯、巴西、英国、美国、加拿大等54国人员，从中国过境前往第三国（地区），可从24个省（区、市）60个对外开放口岸中任一口岸免签来华，并在规定区域停留活动不超过240小时。
China on Tuesday announced a relaxation of its visa-free transit policy, extending the permitted stay for eligible foreign travelers from the original 72 and 144 hours to 240 hours, or 10 days.
Twenty-one more ports of entry will also be added to the list of entry and exit points for travelers with transit visa exemptions, the National Immigration Administration said.

The total number of listed ports has increased from 39 to 60.
Under the new policy, people from 54 countries, including Russia, Brazil, the UK, the U.S. and Canada, who are transiting through China on their way to a third country or region, may enter China visa-free through any of the 60 open ports in 24 provinces, autonomous regions or municipalities.
They may stay within designated areas for up to 240 hours. "Compared with the previous 72- and 144-hour visa-free transit policies, a notable feature of the policy adjustment is the introduction of cross-regional travel, allowing foreign visitors to move freely across the designated areas of 24 specified provincial-level regions," said Liu Jia, deputy director-general of the Department of Foreigner Management under the NIA.
Liu added that the updated policy allows foreign travelers to better plan their itineraries and arrange flexible travel routes, enabling multi-destination tourism and business activities across various regions.
扩大停留活动区域
全面放宽优化后的240小时过境免签政策进一步扩大了停留活动区域。政策适用省份由原有的北京、天津、河北、辽宁、黑龙江、上海、江苏、浙江、福建、山东、河南、湖北、湖南、广东、广西、重庆、四川、云南、陕西19个省（区、市）增加山西、安徽、江西、海南、贵州5省，合计24个省（区、市）。
新增的5省中：
过境免签人员在安徽、海南、贵州3省停留活动区域为全省
在山西省停留活动区域为太原、大同市
在江西省停留活动区域为南昌、景德镇市
另外：
将福建、湖北、陕西3省停留活动区域扩大至全省
广西壮族自治区停留活动区域扩大至南宁、柳州、桂林、梧州、北海、防城港、钦州、贵港、玉林、贺州、河池、来宾12市行政区域
通过过境免签政策来华的外国人可在上述24个省（区、市）允许停留活动区域内跨省域旅行。
The regions newly covered by the visa-free policy "offer unique attractions," said Liu, highlighting Shanxi's ancient architecture, Jiangxi's renowned ceramics, and Guizhou's natural heritage sites.
The expanded policy incorporates such areas alongside major economic zones like the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area. Officials said this adjustment is expected to meet the diverse needs of foreign tourists and business travelers alike.
Complementing other visa policies, such as regional visa exemptions, unilateral visa waivers, and mutual visa agreements, the new measures aim to promote tourism, facilitate business exchanges and enhance China's openness, according to officials.
白云边检站提醒
240小时过境免签外国人的停留期从入境次日零时起计算。以旅客2025年1月1日从广州白云机场入境中国为例，停留期从2025年1月2日零时起算，最多可在免签停留区域内停留10天，1月11日24时之前从国务院批准同意的从广东省内所有对外开放口岸和其余各省的55个对外开放客运口岸的任一口岸出境即可。
如果遇不可抗力等原因需在免签停留区域停留超过240小时的，应当按规定向所在地县级以上公安机关出入境管理部门申请办理相应的停居留证件。如擅自超出限制停留区域或未经许可逾期停留，将承担相应法律责任，按非法居留处罚，并影响本人今后来华签证等入出境证件申请。
对具有所持护照或者其他国际旅行证件有效期不足3个月，或5年内有非法出入境、非法居留、非法就业记录等情形的人员，边检机关将不予签发临时入境许可，所以此类人员不能办理240小时过境免签。
