On November 5th, at the side event titled ‘Civitas Novus - Bringing Urban Innovation to Scale’, jointly organized by the Guangzhou Institute for Urban Innovation (GIUI) and the Penn IUR, held in Cairo, Egypt, the Civitas Novus: Urban Innovation Assessment Report was officially released.
会议作为联合国人居署第十二届世界城市论坛(WUF12)的边会,旨在向全球城市与国际社会推介广州奖在城市创新研究方面的最新成果,探讨城市创新的机遇挑战、主要趋势和大规模推广。广州市人民政府外事办公室副主任雷玮琚,美国宾夕法尼亚大学城市研究所联合主任尤金妮·伯奇(Eugenie L. Birch),世界城地组织中东和西亚区秘书长穆罕默德·杜曼(Mehmet Duman)参会并发表致辞。
As a side event of the 12th session of the World Urban Forum (WUF12) by UN-HABITAT, the conference aims to present the latest achievements of the Guangzhou Award in urban innovation research to global cities and the international community, discussing the opportunities and challenges of mainstreaming and bringing urban innovation to scale. Weiju Lei, Deputy Director-General, Foreign Affairs Office of the People's Government of Guangzhou Municipality; Eugenie L. Birch, Nussdorf Professor of Urban Research and Education Co-Director, Penn Institute for Urban Research; and Mehmet Duman, Secretary General, United Cities and Local Governments Middle East and West Asia Section (UCLG-MEWA), attended the conference and delivered speeches.
雷玮琚在会议上表示,广州长期以来一直积极推动全球城市治理与可持续发展,通过广州国际城市创新奖和全球市长论坛促进城市间交流与合作,并支持研究会与宾夕法尼亚大学合作打造广州奖城市创新评估体系,助力地方政府实现可持续转型。他认为,不同社会制度、不同发展阶段的城市在城市治理上有广阔的合作空间,全球城市应加强交流,共同推动进步,实现联合国可持续发展目标。他表示:“广州将秉持创新实践源自全球、案例成果全球共享、平台运作全球参与的原则,携手全球城市伙伴,继续办好广州奖,为全球城市提供更广阔的交流平台、更丰富的治理经验、更优质的公共产品,推动城市共同落实全球发展倡议,更好助力实现联合国2030可持续发展目标,为构建人类命运共同体作出新的更大贡献”。
Weiju Lei, Deputy Director General of Foreign Affairs Office of Guangzhou Municipal Peoples Government, said that Guangzhou has long been proactively promoting global urban governance and sustainable development, fostering inter-city exchanges and cooperation through the Guangzhou International Award for Urban Innovation and the Global Mayors’ Forum, and providing support to the cooperation between the GIUI and the University of Pennsylvania to establish the Civitas Novus, assisting local governments in transitioning to sustainable development. He maintained that cities with different social systems and in different stages of development have broad cooperation space in urban governance, and cities worldwide should promote exchanges and progress together to the achievement of the United Nations Sustainable Development Goals (SDGs). He stated ‘Adhering to the principles that innovative practices originated from the world, achievements shared by the world, and platform operation with the participation of the world, Guangzhou will work together with its global city partners, continuing to bring success to the Guangzhou Award, providing a broader exchange platform, richer governance experience, and higher quality public goods for global cities, and promoting the joint implementation of the Global Development Initiative, so as to better assist in realizing the United Nations 2030 Sustainable Development Goals, and make new and greater contributions to the building of a community with a shared future for mankind.’
随后,广州国际城市创新研究会执行主任游建华(Nicholas You)主持并发布了《新城市:广州奖城市创新评估体系报告》。游建华介绍道,广州奖城市创新评估体系(Civitas Novus)是一款旨在提升城市治理创新能力的工具,报告课题组基于广州奖优秀案例的经验,形成了一系列包含城市创新核心胜任力的测评量表,帮助各城市管理者从创新理念、资源管理、挑战应对和成果转化等维度,全面了解并改善城市的创新生态,并制定有效的创新策略。今年9月,该评估体系的试点工作坊在土耳其科喀艾里顺利举办,验证了其有效性,也为评估体系的优化提供了宝贵的反馈。
Afterwards, Nicholas You, Executive Director of the GIUI, released the Civitas Novus: Urban Innovation Assessment Report. He introduced the Civitas Novus, a tool designed to enhance the innovation capacity of urban governance. Based on the successful cases of the Guangzhou Award, the research team developed a series of scales containing the core competencies of urban innovation, helping city managers to understand and improve the innovation ecosystem of cities comprehensively and design effective innovation strategies from the dimensions of innovation philosophy, resource management, response to challenges, and transformation of results. In September this year, a pilot workshop of the Civitas Novus was successfully held in Kocaeli, Turkey, which validated its effectiveness and provided valuable feedback for the optimization of the Civitas Novus.
在圆桌讨论环节,联合国人居署利益相关方顾问小组联合主席黛安·库里(Dyan Currie),巴西累西腓市政府公民安全执行秘书保罗·莫莱斯(Paulo Moraes)等专家学者及城市代表也参与了经验分享与交流。会上,各嘉宾围绕城市创新主题分享了各自的成功经验,涵盖政策制定、项目实施及生态系统构建等方面。会议精选了多个典型创新案例进行深入剖析,展示了创新实践的具体做法及其成效,并为其他城市提供了宝贵的启示。此外,讨论还聚焦于如何构建与优化城市创新生态系统,以激发创新活力,推动创新成果的转化与规模化应用。
In the round-table discussion session, Dyan Currie, Co-Chair of the UN-Habitat Stakeholder Advisory Group, Paulo Moraes, Executive Secretary of Security of City of Recife and other guests participated in the sharing and exchange of experiences. At the conference, the guest speakers shared their successful experiences in urban innovation, covering policy formulation, project implementation, and ecosystem building. Numerous innovation cases were selected for in-depth analysis, demonstrating concrete approaches and effectiveness of innovation practices, and providing valuable insights for other cities. In addition, the discussion also focused on how to build and optimize urban innovation ecosystems to stimulate innovation vitality and promote the transformation and application of innovation results at scale.

The World Urban Forum (WUF), established by the United Nations in 2001, is the premier global conference on sustainable urbanization. The Forum brings together participants from around the world to discuss the major urban challenges nowadays. The twelfth World Urban Forum (WUF12) was held in Cairo, Egypt, from November 4th to 8th, 2024, entitled ‘It All Starts at Home: Local Actions for Sustainable Cities and Communities’, focusing on building strong coalitions to address key global challenges posed by the global housing crisis and climate change.
