To the right hand is the “Service Hall of Hangzhou High-tech Industrial Development Zone Administrative Committee”, where enterprises can get one-stop services for finance, taxation, human resources and social security and other related businesses. The Service Hall has adhered to its principle of “finishing business inside Binjiang” since its establishment, truly becoming the gold standard for “high-tech services”.

Entering the gate, people will see a 15-story building which is the landmark of the park—the Entrepreneurship Building.
创业大厦于2000年建成，设有杭州高新人才市场、江北发展服务办公室和科技创业服务中心等部门，提供人员招聘、政策指导、科技企业孵化等服务。
Completed in 2000, the Entrepreneurship Building has departments such as the Hangzhou High-tech Talent Market, Jiangbei Development Service Office, Science and Technology Entrepreneurship Service Center, and so on, providing services such as personnel recruitment, policy guidance, and technology enterprise incubation, etc.
远远望去，略显年代感的墙面镶嵌蓝绿色玻璃窗户，配上铝质窗框，仿佛一张低分辨率的千禧年代的老照片，极具梦核感。
Seen from afar, the relatively aged walls, adorned with windows featuring blue-green glass and aluminum frames, resemble a low-resolution photo from the millennium era, evoking a strong sense of dream-core aesthetics.
在大厦一楼，透过古朴屏风，映入眼帘的便是“杭州高新区管委会江北餐厅”。这个可容纳200余人的餐厅整洁、明亮，分为公共就餐、包厢、职工书屋等区域，每当饭点，食色飘香，企业员工纷纷选择来这里用餐。
Behind the antique screen on the first floor of the building lies the “Jiangbei Canteen of Hangzhou High-tech Industrial Development Zone Administrative Committee”. The canteen big enough to accommodate over 200 people is tidy and bright, divided into different areas for public dining, private rooms, and an employee reading room. During mealtime, the aroma of delicious food in the canteen wafts through the air, drawing company employees to dine here.

The overall space of the canteen adopts a combination of marble white and Maillard colors, creating a clean and warm atmosphere. The lively green-colored seats complement the well-arranged lights on the ceiling, adding vitality and energy to the canteen.
杭州高新人才市场在大厦二楼，每周定期开展数字经济、高端装备、智能制造等产业的专场招聘会。求职者只需跑一次即可直观了解企业招聘需求、薪资和岗位等情况，获得多家心仪公司的面试机会，快速提升面试实战能力。
On the second floor of the building is the Hangzhou High-tech Talent Market, where tailored job fairs for industries such as digital economy, high-end equipment, and intelligent manufacturing are held every week regularly. Job seekers only need to pay one visit to get an overall understanding of the recruitment needs, salaries, positions and other information of different companies, obtain interview opportunities from multiple target companies, and enhance their practical interview skills quickly.
乘电梯到8楼就到了区江北发展服务办公室，其内部装修风格以黄色实木家具为主，至今仍保留着建立之初的样貌。
Take the elevator up to the 8th floor, and people will arrive at Jiangbei Development Service Office, whose interior decoration style is featured by yellow wood furniture and retains the original appearance from its establishment.
江北发展服务办紧扣“江北孵化、江南产业化”发展路径，履行招商引资、企业服务、党建、安全生产和北企南迁等职能，持续围绕政策解读、申报实务、金融服务等方面做优公益讲座、产业链等对接等企业交流培训活动，以硬核举措加速培育企业梯队。
Jiangbei Development Service Office strictly follows the path of “incubation in the north, and industrialization in the south”, fulfilling functions such as investment attraction, enterprise services, party building, work safety, and relocation of enterprises from the north to the south. It continuously organizes enterprise exchange and training activities such as public welfare lectures and industry chain matchmaking, focusing on policy interpretation, application practices, financial services, and so on, accelerating the cultivation of an enterprise matrix through various forceful measures.
9楼的杭州高新技术产业开发区科技创业服务中心，是浙江省成立最早、省内第一家经科技部认定的国家级科技企业孵化器，是高新区创新体系的重要组成部分和科技成果转化的重要基地。
The Innovation Service Center of Hangzhou High-tech Industrial Development Zone located on the 9th floor is the earliest and the first technology enterprise incubator in Zhejiang Province recognized by the Ministry of Science and Technology. It is an important part of the innovation system of the high-tech zone and also a significant base for the transformation of scientific and technological achievements.
作为国家科技创业孵化链条建设示范单位，科创中心已连续多年在国家级科技企业孵化器评价中被国家火炬中心评为优秀（A类），目前担任浙江省科技企业孵化器协会副理事长、秘书长单位。
As a demonstration unit for the construction of the national science and technology entrepreneurship incubation chain, the Innovation Service Center has been rated as excellent (Category A) by the National Torch Center for several consecutive years in the evaluation of national-level technology enterprise incubators. Currently, it serves as the vice chairman and secretary-general unit of the Zhejiang Provincial Technology Enterprise Incubator Association.
创业大厦后面有一幢6层楼高的U字型辅楼，因历史原因，大家都亲切地称它为“13幢”，它连同创业大厦一起，成为科创中心的孵化场地。
Behind the Entrepreneurship Building is a six-story U-shaped auxiliary building known as “Building 13”, which also serves as an incubation venue for the Science and Innovation Center together with the Entrepreneurship Building.
截至目前，科创中心累计孵化科技型企业1312家，累计培育国家高新技术企业177家、专精特新中小企业18家、浙江省科技型中小企业204家、杭州市“雏鹰计划”企业182家，已走出聚光科技、创业慧康等8家上市企业、趣链科技1家独角兽企业，当前入驻的企业有链城、智算和会济等。
Till now, the Science and Innovation Center has incubated a total of 1312 technology-based enterprises, nurtured 177 national high-tech enterprises, 18 specialized, innovative, and distinctive small-and-medium-sized enterprises, 204 Zhejiang provincial technology-based small-and-medium-sized enterprises, and 182 Hangzhou “Young Eagle Plan” enterprises, among which there are 8 listed companies such as Focused Photonics Inc. and B-Soft Co., Ltd., as well as one unicorn enterprise, HYPERCHAIN Technology. Currently, enterprises such as ECHAINCITY Technology, Intellisures Inc., and Reach Digital Technology have settled here.
在大厦15楼，还配备了多规格会议室，最大会议室能承载100余人，政企交流培训活动，瑜伽课、手作课等党建活动，2024滨江国际人才活动江北分会场——“回忆！199号”均在这里举办。
On the 15th floor of the building, there are conference rooms with different sizes, with the largest one capable of accommodating over 100 people. It is the venue for government-enterprise exchange and training activities, as well as Party-building activities such as yoga classes and handicraft workshops. It also hosted the event called “Memories! No. 199”, which was the Jiangbei branch of the 2024 Binjiang International Talent Event.
